Tow Mode- Disable tailgate drop

Some trailers have the jack too close to the liftgate and would hit when opened so I'd like to disable the inside buttons and make it only open via a double tap of the exterior button so I'm there to catch it as it opens.

This is also a problem for people using bike racks. The tailgate will even hit the 1UP USA Rack while it is in the down or up position. It's one the lower profile racks too.
